The order, titled “Protecting Children from Chemical and Surgical Mutilation,” was issued on Tuesday. It states that the federal government will no longer fund, support, or promote gender transition treatments for minors, which the administration describes as irreversible medical interventions.
According to the document, “chemical and surgical mutilation” includes the administration of puberty blockers, hormone therapies, and gender-related surgeries. The White House clarified that the term "children" refers to individuals under the age of 19.
Impact on Federal Policies and Programs
The executive order instructs all US federal agencies to rescind policies based on guidance from the World Professional Association for Transgender Health (WPATH), stating that the organization lacks scientific integrity. Additionally, federally managed insurance programs such as Tricare (for military families) and Medicaid are directed to exclude coverage for gender transition procedures.
The Department of Justice has been tasked with drafting legislation to further restrict these practices. The order also seeks to introduce a private right of action for children and parents who claim harm from gender transition treatments.
